IMHO I would recommend the cheapest FRS units in the bubble packs. Each
member could buy/maintain their own unit. As you probably know they
don't cost much and are easy to use. If they get dropped, wet, lost,
stolen it won't be a big deal. Some are partially designed for rough
handling. Most are sold with drop in chargers and having some extra
non-rechargeable batteries around if the commercial power goes out is a
good idea.

You will probably want to select a channel then a "tone" so you are not
bothered by other transmissions. The TriSquare TSX series are probably a
bit much for your needs. The technology is similar to cell phones and
much better than cell phones in regards to privacy.
