LAPD, as well as CHP, LACo Sheriff, all have very well-defined pursuit

I don't know whose chase this was, and the policies vary some, so this is
general educated guessing:

Principle: Capture the purp(s) but try not to hurt or kill anybody in the
process.

Depending upon the specific circumstances, when the purp's driving becomes a
danger, the visible ground pursuit will be curtailed. Sometimes the purp
then slows down, but not always and not always enough.

The value of capturing the purp must be weighed: "Wanted for speed only"
purps are not pursued at 100 mph.

One complicating factor with this one was the proximity to LAX and its
restricted airspace. PD copters could not have been guaranteed to be able to
continue contact. (The streets mentioned put this about a half-block from
being under the final approach and within a mile of the end of the runways.)

The days of pursuits like those in the old movies (or even "Starsky and
Hutch") are gone. Even a pursuit with speeds approaching 100 mph are much
more "controlled". However, contrary to what some people choose to believe,
the fact of a pursuit and the speed of the pursuit are controlled by the
purp.
