Two civilians with unknown scene circumstances i.e. did they not follow the officers orders?  They will survive. 

One more shot, but that was in the commission of crimes.  That'll be a "good shoot" in the end.  Kidnap/false imprisonment, grand theft (boat), gun enhancement = buh buy loser. 

So far this cretin has killed, LAPD did not.

Let's not forget the 3 civilians who have been shot so far, for being in the wrong type of truck.  All the LAPD has had to say about that was "it was a tragic mistake."  so the count is Bad guy 2 LAPD 3.  Not a score to make one feel comfortable about having the police around.
