In other words it means "this frequency is restricted to emergency traffic only". I've used Code 33 here on this list before during fire sieges when I wanted to lock things down to postings ONLY about the fire emergency with anything else being moved to the discussion list. Come to think of it, it has been awhile since that has happened... I wonder for how much longer California will coast along without anything happening such as would clog up this list?
