More correctly it means that the incident requires the channel(s) for its own use.
Things like officer safety, chase or similar demand it. SWAT, if active, will have their own secured channel (scrambled these days, scanners ignore that traffic) so a major incident can tie up a lot of limited radio spectrum. Code 33 is only used for something special.
For the scanner listener, it means pay attention, sumpin hot goin down.
