THESE NORTHEAST WINDS  HAVE ALREADY FORMED OVER INTERIOR LOS ANGELES COUNTY...AND WILL  PUSH DOWN INTO THE VALLEY AND COASTAL SECTIONS TONIGHT THROUGH  THURSDAY. WINDS ARE GENERALLY EXPECTED TO BE OF THE 15 TO 25 MPH  WITH GUSTS TO 40 MPH VARIETY...BUT WILL BE LOCALLY STRONGER.
