You're right. It is flame. Those are mud volcanoes and that area has aLOT of them. Sometimes the methane ignites and goes boom. So technically, it is a volcano, just not in the literal sense.

Akhtarma-Pashali volcano erupted in Hajiqabul region of Azerbaijan.According to Oxu.Az, the due information was provided in the representation of Udulu village of Hajiqabul.
In line with the information, the eruption was registered at nearly 03.00 night and continued until morning.
The volcano which erupted in the area of Udulu settlement is among the biggest volcanoes of Azerbaijan. Earlier volcano eruption occurred 35 km away from Shirvan city in April 2013.
