Basically, no, nobody can explain this.

Yahoo! Groups has a long history of occasionally getting delayed, very
delayed, or "I cannot believe this". One of the bases for YG veterans' use
of the term "Yahell".

This points out the fundamental problem with not only YG, but with email in
general for a group such as this: Email is not now nor never has been an
*instant* form of communication. It is simply not a dependable source of
emergency information.

Limits of email for immediate communications:
1. It's basically a "pull" medium; the reader doesn't get the message until
s/he checks his/her email.
2. Once the "news" occurs, someone must learn of it, then post it as an
email message.
3. The system itself, while usually quite fast, is not fundamentally
designed to be instant.

Despite this fact, we've often done pretty well with this group.

However, anyone who needs to know immediately about an emergency (e.g. a
beach dweller re a tsunami) is well-advised to use other media:
1. A NOAA-alert weather radio.
2. Government alert systems (reverse-911, sirens, etc.).
3. Twitter, etc. (which are immediate but still typically depend on some
human entering the info).

(BTW, note to one person quoted on the news and others like her: If the
Reverse-911 system calls you and the message says, "Get to higher ground
immediately," DO NOT start phoning the police, 911, or anybody to find out
*why*! Just "get to higher ground immediately"! DUH!)
