Joann,
Cal Fire has 23 S-2T's in its fleet. However, I don't know how many of those are available at present but it is certainly not all 23. Additionally, the USFS has it's own fleet of tankers but I don't yet know how many will be stationed in California this year but undoubtedly most of them are not here yet.
Remember, this is atypically early in the year for us to be dealing with fires like this so we are doing great with what we've got but we don't have all our assets in place yet.

6 air tankers are coming in from victorville now for the springs fire in ventura
