The BLM Bakersfield office contracts out their firefighting needs to CalFire for the areas west of I-5 and east of US-101.

Sunday's NICC incident report is calling this the Cotton Fire.
Report (which is at best last night's info) puts it at 900 and charges it to
the Central California District (CND) of the BLM. Probably CalFire/SLU is
calling it Cottonwood in their comms and reports (SouthOps reports are only
current to 5/14).
We should keep it "Cottonwood" here, since that's what we've been using.
(For newbies: When a fire is on federal land and on state land--not
uncommon, Both CalFire and the Feds will manage and report. They're working
together--"unified command", but they each focus on their area, i.e. Fed
resources mostly on the federal land, CalFire mostly on the state land, both

Renamed again to our desired standard informative header format. It's still
a new concept, but we can adapt. A proper header can lower questions (where
