I doubt the Iranians did much of anything to be quite honest.
They have a chronically piss-poor economy due to economic mismanagement by the military regime that has supplanted the mullahs as the real power and now add to that a global Great Recession.
As a result of the focus of their increasingly meager budgetary resources going to fund their military-industrial complex, particularly their nuclear program as well as their proxy war with Israel via Hezbollah in Southern Lebanon as well as any Palestinian group whom will act as a thorn in the side of Israel from the Palestinian Territories they aren't doing much to patch any metaphorical potholes in the streets.
