1. The geological factors here make a 4.2 much less of an event than in the
East.
2. Our whole mindset is preparing for "The Big One", so that:
a) Our buildings and infrastructure don't even notice a 4.2, and
b) We humans either don't notice or don't take note of a mere 4.2 (plus it's
"cool" to be cool about it).
3. Small quakes are really, really common. I tell folks from the Northeast
that a 3.0 quake here is about as exciting as one inch of snow in the NE on
a February day. A 5.0 would be about the same as one foot of snow in the NE
on a February day (although the people right at the epicenter might not see
it that way).
When we get into the 6.0 range, the effects are quite noticeable--maybe even
disastrous--near the epicenter, and will radiate outward not uniformly
(depends on the specific geology), but typically with little damage in most
places, and not felt in others. Where I live, we have felt strong shaking
from quakes 40-60 mi away, but quite little from quakes much closer.
Again, there might be a comparison to a snowstorm: Some storms seem
capricious, dumping, say, up to a foot in most places, but three or four
feet and major drifting in just a few areas. Earthquakes more resemble that
phenomenon in that they're centered on one spot and affect other spots as
the shaking radiates from the source, whereas snowstorms tend to cover a
very wide area (e.g. New England and Eastern NY).

the Bank of America on South Hope St downtown LA. He was surprised and he
had not even felt it.
