I would also think the five Multi-Use Radio Service (MURS) frequencies
would also be an option, especially for extended communications by those
without a license. MURS, like CB and FRS, does not require a license
and can be easily used once an individual has a radio with that
capability.
MURS can, however, be just as "unreliable" as CB, in that some users
have installed increased power capabilities (illegal) and have made it
almost impossible to communicate without listening to their "colorful"
language. There is no reason to expect, even during a disaster, that
unlicensed operators will show any sense of respect or discipline.
That said, I worry about so many recent amateur radio licensees who have
no formal training and yet will still be "on the air" as soon as
disaster strikes.
I know a great many hams, both experienced and new, that cannot change
the frequency on their own radio. Still others rely on commercial
radios...which only complicates the issue when frequencies are (will be)
over-crowded.
