An option to amateur radio that some are using in the USA for disaster
preparedness is Citizen's Band (CB) radio in the 11m (27MHz) band. It relies
on the individual's equipment capabilities for transmit and receive instead
of repeaters, has the appeal of no test or license required, and can be used
as a base station or mobile.
There are "prepper" groups in pockets around the country who are
establishing their own channels and protocols for CB communications within
their group. I suspect some of the preppers are radio smart, investing in CB
radios with dials instead of channel buttons, and are planning to ease over
to the edge of the 10m (28MHz) ham band when needed.
Note that trained RACES, ARES and other disaster-active ham operators should
have a preplan to monitor CB emergency channel 9, particularly during a
disaster.
