China did it for far more than mere carbon credits... they are modernizing and getting mucho complaints from their people regarding pollution and that undermines their credibility in the eyes of their people. It's a peculiarity of Chinese culture... the government, no matter how autocratic, still must be worthy to rule by maintaining peace and harmony and prosperity and if they fail to do that or circumstances override their best efforts then they loose legitimacy in the eyes of their own people.
