In answer to your question, I wrote:
Second to bottom row on the Periodic Table. This could be a very important breakthrough, since China had sort of cornered the market on several of the rare earths.

Actually, what I think of as the "bottom" rows are more properly termed "inner transition" metals. The rare earths are in the lanthanide series, named after lanthanum, which has the same outer electron shell structure.
