State water officials delivered a dark message Thursday about the dry winter: The Sierra snowpack probably will be the smallest snowpack on record.

That means there will be little runoff to refill badly depleted Valley reservoirs in the fourth year of an epic California drought.

"Nowhere do we have anything close to a normal snowpack," said Jeanine Jones, the state's deputy drought manager and interstate resources manager.

She was speaking at the state's drought briefing at Fresno State. It is being conducted by the state Department of Water Resources. In adition to the drought update, speakers will explain how the Valley's major water projects will operate this summer.

This story will be updated.
