I haven’t looked at this event but a ‘complex’ in this situation is a group of events (fires) all put under one umbrella.  This produces a more efficient utilization of staffing and equipment, which speeds response and limits redundant orders.  In short, it’s simpler, cost and resource effective.

 

For your friend, that will be part of the ‘bigger picture’ and the actual assignment could be anywhere in the complex.
