True, but note that much of The Netherlands is also below sea level. The
difference between NL and NOLA is the politics of running the government
services. The Dutch don't play politics and don't do cost-cutting with
something they know that their lives depend on.

That insanity was also abetted by building a city at an average of 15 BELOW
sea level, yet it's a port. Huh?
