I did not realize the taste issue where you are.  I bit like me when I am on the Florida Gulf Coast.

As to the subsidy issue I concur that users should pay the full cost.  The is a major dispute in Ireland right now as Ireland has never metered water, it is supported entirely out of tax revenue.  Large portions of the population are outraged about the whole idea of water meters.  It is unclear what will happen when the issue is resolved. 

I have spent a lot of time in the Gleann Cholm Cille and Gaoth Dobhair areas of County Donegal and due to high peat content in the aquifer the water is usually about the color of white wine.  It is safe, wholesome and tastes fine but an odd color.  We call it Gleann Chablis .
