LMAO! A definite cry for help. And yes, Pisgah is also considered dormant, as well as all the 5 volcanic cinder cones in the Salton Sea.  Concerning the latter, one or two of the cones is submerged and Red Hill is totally oxidized, but still, the crust is only 2 miles thick out there, thanks to the East Pacific Rise, and anything can happen--including a new eruption much like Paricutin's in Mexico. Many quakes occur near Obsidian Dome, which is nothing more  than a solidified plug.

RE: the definition of "hoax," it is a "
deliberately fabricated falsehood made to masquerade as truth. It is distinguishable from errors in observation or judgment, or rumors and urban legends that are passed along in good faith by believers or as jokes" (Source: Wikipedia). This guy on YouTube did deliberately attempt to falsify information without the aside that such information should be classified as a joke. I think we can safely say this kid's intelligence is not high enough in order to conceive of a concept such as satire. So yeah, it was a hoax.

The hoax part of this was the clown on Youtube making a dogmatic claim to something dramatic happening in broad daylight right next to Interstate-40 and in front of all the offroaders driving all over the Pisgah Crater remains and lava flows with nary a Tweet or CHP CAD report or earthquake swarm on CalNet or FAA alert to aviation, etc.

That guy quite conceivably lives in his mother's basement and has too little interaction with members of the opposite sex. That was a cry for help.

On one of the Tin Foil Hat forums that featured a link to and discussion of that Youtube claim one voice of reason pointed out the obvious problems with the claim and was immediately shot down by another member who admonished him for being filled with government propaganda denying an eruption had occurred. Every day I become more an advocate of eugenics with permits to reproduce being required for everybody.
