APCO works ok, there are some flaws in it, but mostly it works. It’s expensive, easily overcome with traffic if careful planning (channels) isn’t in place. There are a couple safety concerns too for the users.
To put a complete P25 (APCO) system in for NYC would easily exceed $1B. Nobody can afford that these days so they glue pieces together and manage.
I’ve used Kenwood gear at work (when I was there); it’s the same good quality, but built tougher than the ham gear (I have a bunch of that here).

Never used Kenwood commercial equipment but their Amateur Radio stuff is great.
