John--agreed!  NO problem is as simple as people would just love it to be.  If they were...*sigh*...wouldn't that be NICE!!  But things like water use, rationing, drought, pinning down causes for ailments like autism or cancer....

Nope.  Never easy, never simple.  Someone will always get screwed by those 'easy fixes'.
