[californiadisasters] Admin Note: On This Date In CA WX History

I continue to update this column regularly as I acquire new entries from various sources so don't make the assumption that any given day's offering of this feature is identical to the one on the same date a year ago as that is not always the case with today being an excellent example wherein I added three new entries coming from the Reno NWS Office.
