THE STRONGEST WINDS WILL OCCUR THROUGH AND BELOW THE PASSES AND CANYONS OF THE SANTA YNEZ RANGE. * IMPACTS: TRAVEL WILL BE AFFECTED THROUGHOUT SOUTHERN SANTA BARBARA COUNTY...ESPECIALLY ALONG HIGHWAY 154.
