THE NATIONAL WEATHER SERVICE IN RENO HAS UPGRADED THE FIRE  WEATHER WATCH TO A RED FLAG WARNING FOR GUSTY WINDS AND LOW  HUMIDITY...WHICH IS IN EFFECT FROM 11 AM TO 8 PM PDT THURSDAY.    * AFFECTED AREA...FIRE ZONE 270 SURPRISE VALLEY CALIFORNIA...
