The article is fair, accurate and in plain language while being interesting and understandable.  I bet the writer quits soon or gets fired since that a rare combination these days and totally unacceptable.  ;o)

If memory serves (it happens occasionally) they're called foehn (pronounced fern) winds too. 

"Poly or Cuesta winds" would be too far north since it occurs from roughly Cuesta south... Santa Cruz and north get Diablo winds.  The name should encompass the coastal hills and the deserts (more than one) names too; difficult.  Perhaps draw from the First Nation (American Indian) names since everyone likes 'exotic' sounding appellations?  Lessee, Miwok, Pomo both lived there, who else (pre-Mexican)?
