I suspect that between the Spanish novel about sexy Amazons on an island ruled by Queen Califia and folks coming up the coast seeing Baja California as unattached to the continent and assuming Alta California was likewise separated from the Continent and then other cartographers for lack of better information simply repeating the error of previous maps led to this myth. I am unaware of any Great Flood of 1862 events happening during these times although it is certainly conceivable.
