According to what I've read, the reward says a reward leading to the capture and conviction of him. Well… the couple that was tied up and later got free, made the 911 call. The guy with the dog had his truck taken, but technically Dorner was not convicted or captured. Personally, I'd split the money between the afore mentioned folks. Just my thoughts, but since he was not captured or convicted, they could get out of giving money to anyone.
