1) The students don't have the life experience to do well in a disaster, not because of lack of brains, but ignorance. And leaving a group of students with no classes to attend is rarely a good idea. ;o)
2) One of the most difficult things to learn (particularly in public safety) is how to avoid is 'tunnel vision' (focusing on the task instead of the bigger picture). The FF let the circumstances lead the events (reactive, unplanned response) then fell through an accident. A simple human response and failing that is completely understandable and tragic.

I'm sure he was kicking himself before he left this world.
