There’s also those who won’t abandon their home territory, because they are afraid of looting or being stuck in the never ending exit line out of at risk areas.  What is an exit line?

An “exit line” is a queue of cars that don’t move, because there is only one way out or because going in the opposite direction is equally futile.  They’d rather be in a place they feel comfortable.

 

Besides, they’ve never been burned by the ever-present wildfire situation or slid off their foundation due to the ever-present mudslide problem.  Or they are elevated and don’t believe that a tsunami can topple their homes, reach up to them, etc.

(I'm actually not making a statement about religion here, but about human

We see a similar phenomenon in behavior. The post right after Dean's reports
on the person swept away to his death by the tsunami. He went to the beach
to look; that was his response to the warning to GET AWAY from the beach!

The fact that it was dangerous seems to have eluded him (we have to assume
that at some point he possibly realized his error, however). The fact that
five people who ignored the warnings were swept out to sea gives us
objective support for the concept of getting away, and of the issuance of
warnings to that effect.

However, there is no lack of documentation from prior tsunamis that there is
a real danger to life, so we really didn't need to see these five swept away
to have proof (nor did they need to find out first-hand).

Nevertheless, the next time a tsunami hits, there will be people going to
the beach to watch even though being warned to get away.

People do what they want to do. Occasionally, they are influenced by actual
evidence.
