This is something I have heard, but not seen in print -- in those days, some people thought that the "continental shelf" was like a kitchen shelf & had space (water) underneath, frequented by Russian submarines. People believed that a good strong shake would knock it loose & it would fall into the ocean.
I believe the 1966 date, however, was astrological & related to a Nostradamus verse.
There was a fictional political satire, however, called The Last Days of the Late Great State of California that made the rounds about then, too.

I beleive it was Feb of 1966 that the "big one" was to hit and people were predicting that everything to the west of the San Andres Fault would slid into the ocean. To the east of the fault towards Bakersfield there were large billboards advertising "Beach Front Property For Sale."I took a natural disaster class in college with the professor reporting that the way the plates were shifting, eventually LA and San Fran will be side by side. What a picture.
