expect the worst, and be glad if it doesn't come.
There's a fine line between responsible planning and "alarmism". Perhaps, or
maybe "alarmism" is what the fire service is responsible to do.
And remember, it's not paranoia if they're really out to get you.
Specific to these incidents: As Kim made mention, the security/intelligence
folks have been telling us they've "heard things" about attacks on rail
services. It would be really stupid and irresponsible not to be on the
alert.
7 December 1941: We were totally unprepared for any attacks, and (so it's
been reported) warnings of the impending attack were ignored by unbelieving
authorities.
11 September 2001: We were totally unprepared for any attacks, and (so it's

I don't know how we'll react to any warnings of attack in 2061, but right
now, we're on alert.
