I suspect it is a joke. Each of the salts listed are
endothermic, not exothermic, when exposed to heat. They do
not burn, but supply oxygen when heated. Sand does not
supply much fuel unless it contains has a high fraction of
dust or coating of burnable organic matter. Since air
already contains 20% oxygen, such dust or coatings would
burn without the salts, if present and suspended in air.
