I agree Kim. The whole of Congress and every Cabinet Secretary would be screaming at him to "retaliate" in no uncertain terms in minutes.

The fact that the Community-Organizer-In-Chief is not a natural leader and utilizes a timid and dithering leadership style does not alter the reality that he is the manager of a team that in turn administers the entire executive branch of our government which is filled with people whose employment is unaffected by the goings and comings of Administrations as they are the ones whom do most of the heavy lifting in our government regardless of the regular swings of the political pendulum. If the President failed to act appropriately in such a crisis he would be impeached in the Congress and he knows it.
