"...wasn't something we could ever imagine"?! Dude! It was your JOB to
imagine this, or worse. It was your JOB to go around looking for problems
and telling everybody until they were sick of hearing from you (or until
they fixed it).
It's the job of the kind of Fire Chief you want to have to expect the worst,
look for where it can come from, imagine the unimaginable, etc.
