That particular whirlpool was caused by the interaction between the in-rushing water and the terrain of the coastline and seafloor, as this video explains:

I have another question.  In the pictures and videos of the Japanese tsunami, a couple of them showed a whirlpool in the ocean.  What caused that.  At one point I thought I heard the announcer saying that the whirlpool was over the epicenter of the quake.
