physics, but not in actuality; the cops are trained in pursuit driving* and
are usually conscious, alert, unimpeded by substances, whereas the purps are
seldom capable-enough drivers (or anywhere close to that) to go the speeds
they're going, are emotionally charged, and their sobriety cannot be
assumed. Add to this that the cops are operating under strict policies
whereas the purps are by definition not constrained by law (or good sense,
or concern for others).

* In CA, anyone who operates an emergency vehicle (who ever goes
lights-and-siren, or who operates a vehicle capable of going
lights-and-siren) is required to have an emergency vehicles endorsement on
his/her driver's license, and I believe completion of an EVOC (Emergency
Vehicle Operation Course) is a pre-requisite. Cops are required to have more
training.
