It is no longer survival of the fittest as a result of the Welfare State (and I realize some forms of social spending are an intelligent investment by society in its own labor market) allowing the weak to not only survive but to also replicate and not only replicate but replicate with other inferior genetic lines hence reinforcing bad traits.

Kimmer (who is increasingly becoming a fan of bringing back eugenics in the developed world but this time with a moral and ethical base unlike the first go around a century or so ago.
