...A FLASH FLOOD WARNING REMAINS IN EFFECT UNTIL 645 PM PST FOR SOUTH  CENTRAL LOS ANGELES COUNTY INCLUDING THE CITIES OF TORRANCE AND WEST  CARSON...    AT 510 PM PST...DOPPLER WEATHER RADAR INDICATED A STRONG AND NEARLY  STATIONARY STORM CONTINUING ACROSS TORRANCE AND WEST CARSON IN LOS  ANGELES COUNTY. DOPPLER RADAR HAS ESTIMATED RAINFALL RATES IN EXCESS  OF 2 INCHES PER HOUR WITH THIS STORM. LOCAL LAW ENFORCEMENT REPORTED  DANGEROUS ROADWAY FLOODING OCCURRING IN TORRANCE AT 445 PM. MAJOR  ROADWAYS LIKELY IMPACTED BY SIGNIFICANT ROADWAY FLOODING INCLUDE DEL  AMO BOULEVARD TO SEPULVEDA BOULEVARD...EAST OF HAWTHORNE BOULEVARD.    LOCATIONS IN THE WARNING INCLUDE BUT ARE NOT LIMITED TO TORRANCE  AND WEST CARSON.    PRECAUTIONARY/PREPAREDNESS ACTIONS...    DO NOT DRIVE YOUR VEHICLE INTO AREAS WHERE THE WATER COVERS THE  ROADWAY. THE WATER DEPTH MAY BE TOO GREAT TO ALLOW YOUR CAR TO CROSS  SAFELY. MOVE TO HIGHER GROUND.    FLOODING IS OCCURRING OR IS IMMINENT. MOST FLOOD RELATED DEATHS OCCUR  IN AUTOMOBILES. DO NOT ATTEMPT TO CROSS WATER COVERED BRIDGES...  DIPS...OR LOW WATER CROSSINGS. NEVER TRY TO CROSS A FLOWING STREAM...  EVEN A SMALL ONE...ON FOOT. TO ESCAPE RISING WATER MOVE UP TO HIGHER  GROUND.
