0-9 Strike Team designator (3 in your example)

So if memory serves (it's been a few years since I retired and had to remember); 9113 should be from Lake/Napa unit. 

Rainbow teams (resources from different units or non-same like local mixed with CDF) and OES have different designators.

Anybody know where 9113C strike teams are from? There are no units with 13 as their first 2 number. I might be mistaken.
