They do that just in case it is a precursor Quake!
We have the same op-plans here, including for our comms room operators to move to an "Mobile Police Facility" (Mobile truck with service and inter-agency radio and satellite hookups and 15kva power system on a trailer.) as well as other locations. We can also run our complete 911AP equivalent from our radio workshop with a duplicate comms terminal except for our CAD system, but still maintain all radio and phone links in the region. Our workshop was an old stand-alone SERT Armoury (SWAT equivalent) and is bomb proof reinforced concrete with heavy "I" beam framing, it won't fall down!
