WHEN A TORNADO WARNING IS ISSUED BASED ON DOPPLER RADAR...IT MEANS THAT STRONG ROTATION HAS BEEN DETECTED IN THE STORM. A TORNADO MAY ALREADY BE ON THE GROUND...OR IS EXPECTED TO DEVELOP SHORTLY.
