[Geology2] Preparing for earthquakes from unknown faults

Re: Learning from Christchurch NZ for Portland OR

I believe science & technology has progressed enough, perhaps, that we should be able to see into the earth to see where faults are happening, where stress is building up? Or perhaps humanity needs to fine tune the scientific breakthroughs and technological progresses made, to that end?
