This is a poor way to manage a broadcast.

 

The cell towers know who is ‘attached’ at any given moment so a ‘page’ can be sent to all attached cell phones.  This method provides specific neighborhood coverage (each single tower can send a broadcast) and also adds in any transient cells that happen to be in range.

 

LACo should let the cell companies do the heavy lifting and only worry about folks on wire lines or VoIP and those not currently in the area.  It’s already in the cell company computers, so it isn’t really a technical challenge but gov’t does like to reinvent the wheel to show they’re working.

The County alert system wants to reach the millions of residents who haven't registered their cell phones.

While alert.lacounty.gov is populated with listed and unlisted landline phone numbers, it does not contain cell phone, VoIP or email addresses. Residents and businesses who want to receive alerts by text message, email, or voice message on their cell phones or VoIP numbers must register that information at alert.lacounty.gov. The system is also TTY/TDD compatible.
