It was a tsunami alert triggered by a big hydrogen blast at Nuclear Unit #3 mistaken for a quake by Japan's seismic sensors.
IMHO the effects of the blast seen on the surface of the Pacific may have been the mist coming from the south that was mistaken for a tsunami by aircraft when they collaborated the alert.
CNN news-team were on the roof of a building but the tsunami didn't eventuate and they were waiting for the all clear.
