Coal power plants operate at 31-33% efficiency. Even with about 10% loss during transmission and battery charging, you end up with about the same tonnage in carbon in the atmosphere for the mileage of transportation. What tips the balance is that about 20% of the electricity in the U.S. is produced by nuclear and hydro power, which produce no carbon. OTOH, it takes a lot more energy, and polluting materials, to construct an electric rather than an internal combustion vehicle. It is not at all clear that the extra expense is worth the marginal improvement.
