It is far more correct to say it "recovers" some of the inertia and converts it into electricity for storage. There are losses, so it isn't near perfect, but it's a step in the right direction.
Otherwise that inertial energy is spent as heat in the braking system.
The primary advantage of recharging at home is that it is usually at night when the grid draw and costs are lower.

I doubt that electric cars generate more CO2. The Prius generates its own electricity whenever you apply the brakes so it gets much higher miles per gallon - burns less gas, puts out less CO2.
