If precip is normal through the remainder of the year then many parts of California will see 2013 as one of the driest years on record anywhere from Top Five to Top Ten status.
However, if our ongoing precip trend continues which is LESS than normal then I suppose we might see the driest year on record (or close to it) for many parts of California.
Let us not forget that fire season is NOT over in any part of the state that I know of including up in NorCal which has been busier fire-wise lately than SoCal.
All we need for a fire siege or just one hellaceous fire is a vigorous Diablo Wind event or Santa Ana Wind event.

However, given the current trend odds favor something of the heatwave/wind/wildfire theme over something of the inclemate weather variety.
When one is not getting a lot of rain one tends to not get a lot of rain.
