That's how one MUST speak to reporters.  ;-) They're ignorant (I didn't say stupid).  Not everyone gets every nuance of a job, ask any nurse, doctor, cop... so ignorance is common.

Print editors are just a higher shade of that; worrying only about spewing stuff to make money.  Don't muss the TV reporters hair, how are their yellows so clean, where's their helmet, oh yeah, the hair. 

Firefighting is highly technical (never ending training).  It's more than squirting water (the common misconception).  There are a LOT of tools in that box, but the trick is knowing when to use which one. 

My bet is that he said it.  It didn't print well, he was dead wrong and sounded stupid just like saying "the worst fire season EVER" (which has already been said this year  <<head:desk>>).

I expect better of a Captain (and Orange is a contract county like my former employer, not CDF).  You must carefully choose your words and quickly educate the reporter so THEY choose the right words to get your message out.  Think; herding cats with 2 year olds in charge. ;-)

Most likely one: he did not say that but what he did sa has been edited to say that now.

Less likely one: he did say that but he was talking to the reporter like they were a simple child. Since the greater number of engines out there are the more urban Type I's and such then in an overall sense what CALFIRE has is not like most of what is out there.

That's what a Type III does, "pump and roll"; the bread and butter for wild land firefighting.  Even 4WD isn't rare anymore.  My agency did that decades ago as one of the first all 4WD Strike Teams. 

I guess he HAD to say something to the reporter (I never saw the reason why) but it would have been better if his brain was engaged.

Concialdi said the fire engines can go off road and are able to drive and still pump out water.

"Most engines can't do that,'' he said. "We call it mobile pumping."
